I have bountied Azhog. My bounty appears to have been claimed pretty quickly. I may need to set up multiple defensive builds or something. I seem to be seen as easy meat in this game.

There's a few things that could help you:
1. getting more hit points
- You're at the lower end of the spectrum for hp. With +25-30 more hps, you'll find you'll get a few lucky wins.
2. equipment
- I'm not sure what your build is, but there are basically only 3 builds out there at lvl 20: extra action/dmg, spirit drain/defense, and a dot build.
- things tend to change based on equipment available at that stage. I find that spirit drainers seem to be the predominant build at lvl 19-20 given all the cumulative armor/ward charms out there.
- Needless to say, get the best equipment for your lvl.
3. consistent strategy:
- In general, you don't want to mix dots, spirit draining, offense and defense. Pick one and gear your whole build for it.

Ouch. Well that didn't go well. Think I need to rejigger my defensive decks. My spirit deck seems to rapidly be losing its ability to win fights for me. I guess that's because I haven't found any newer spirit charms.

Yeah, builds have to change with each level to account for the new charms out there. The lvl 18-20 bracket is dominated with spirit drainers because of the great cumulative armor out there. You have to go heavy magic or empower/willpower to overcome it.
BTW, 800g bounty on Poobah from Watarg.
You have 24hr to get that defense build just right.  I'd try practicing on some other players who have decent ratings to get that build tweaked.
