The details of the Axes of the Dwarves planned RP/PvM event are in this thread:

But there will be a post and rollout of the event in the forums in the next few days, once Thingvi/Greevil give the go-ahead. It will be accompanied by a video by Maegovannen. The PvM part won't start until June, but there will be RP and storyline along the way leading up to it.
There should be plenty of time for people to make and level up new dwarfs and of course they can also use existing ones.
